What "reply from destination" means
You will be able to reply to the reviews from the destination itself without needing to come to the ARB dashboard.
Requirements
To use reply-from-destination you need:

Paid plan – Reply from destination is a paid feature.

Developer account connected – Connect the store account where your app is published.
To connect your store account follow: Apple App Store | Google Play Store

Reviews from developer account – Only reviews that come from the connected store account can be replied to from the destination.
